Purpose of the study

Abstract

The case study consists of an assessment of an assessment process that provides an independent and confidential evaluation of management practices and relationship. The process is done using the current organizational effectiveness theory of a given company. Moreover, it examines the history of the theories and talks about the characteristics of the present day organization effectiveness. The effectiveness theory has been established and perfected to be applied in the process to explain the concept. The current organizational effectiveness theory approaches techniques with a friendlier manner. The theory considers employees inputs, concerns and emotions and usually relies on employees creativity and ideas essential for the organizational success.

The assessment involves Etiman managing consulting services (EMCM) after a termination of project and the CEO sending the employees due to lack of contracts. The assessment tends to prove that the decision was wrong and that the company had a chance to stand and continue with the business even after the termination. The assessment provides the management system based on the hierarchy. The organizational assessment tools are used for data collection and other statistical processes.

Introduction

Background

The Iraq’s economy shifted from centralized to open economy after the liberation processes. Therefore, Iraq had signed various emergency agreements with the World Bank group (WBG) to assist finance some groups selected by the government of Iraq. However, due to high rates of insecurity during the periods 2005 to 2015, the WBG was unable to monitor or control the funded project on the ground. Therefore, since the WBG intended to finance the projects, they went further to consider hiring a third party monitoring and controlling agent TPMA to assist make follow-ups and control the project that are funded by the WBG but implemented by the ministry.

Therefore, at that very moment an Iraq company was formed in October 2005, the Etiman management consulting firm was founded by two people who are Nationals Mr. Madhi Qasir and Mr. Tahir M. Hasoun who wanted to establish a consulting services provider in Iraq.   The company was located in Baghdad with two branches in Irbil at the north  and Najaf  at the mid-south of Iraq and hired qualified civil, electrical, transport, environmental, communication engineers and qualified accountants and financial staff then started seeking work opportunities by communicating with private sector firms and state-owned enterprises by offering engineering and financial consultancy services.

World Bank groups announced bidding for the TPMA in the DG market site and also in the UNDB sites. Many companies both from Iraq and international ones applied for the tenders and gave their proposals. The EMCS also submitted their financial and security proposal. However, due to the high existing security costs and a consideration for the company based in Iraq, EMCS was selected and awarded the tender.  The EMSC then signed for the TPMA a job for standing in the gap for the WBG through making a follow-up and monitoring on the World Bank group’s funded projects in Iraq. They signed as the fiduciary monitoring agent and begun the work on the year 2006 in the month of January.

The description of the organization

The Etiman management and consulting services’ roles are divided into two areas that are engineering consultancy and the financial and accountancy consultancy. However, the engineering aspects cover the transport, electrical, environmental and communication system. Moreover, based on the aspect of staff, the company had developed them to the level of international standards by taking part in the World Bank group training to transform them to the level that they could manage the funded projects in Iraq in the various sectors. The various projects involved construction and rehabilitation of education centers, water sanitation, building of the roads and bridges and also purchasing of books.

The company managed the projects through grants such as the Iraq trust funds, loans from international developing associations, and the international bank for reconstruction and development. The company managed the project for 10 years that is from January 2006 to June 2016. Therefore, during this time the company provided job training and technical help to the Iraq implementing agencies based on the WBG guidelines making the Iraq officials to build their understanding on the international standards.

The contracts were renewed several times during those periods before its termination on June 2016. This is actually an indication that the company had the best services that could warrant the number of renewal times. The termination was based on the fact that the security systems in Iraq had improved and the WBG staff could now come to the country and visits the projects on the ground at their own. They did not need any third party to assist in the monitoring services.

Unfortunately, the EMCS was an ended thing to both the WBG and the Iraq implementing agencies for providing follow- up services and training to familiarize with the international standards respectively.

The statement of the problem

For the period during the Fiduciary contract, I served as the assistant field manager, field manager and the sector manager with the department of finance of EMCS. Therefore, with the expected closure of the contract by the WBG, the firm was very much concerned with how it will function even after the termination of the contract. However, the CEO of the firm decided to close the company immediately after the World Bank group ended the contract as agreed. Moreover, the CEO released the employees from their duties due to the closure of the contract to ascertain the fact that the job is no more.  This happed even with the employees agreed to have salary reduction and the company to continue.
